In states that expanded Medicaid under the Affordable Care Act, adults at or below 138% of the poverty line are generally eligible (DC covers adults to 215%). In states that did not expand, there is usually no broad coverage for adults on income alone; eligibility is limited to specific groups like parents, pregnant people, children, and people with disabilities, often at much lower income limits.
